New Delhi, May 14 (IANS) The CBI Monday told a Delhi special court hearing a Commonwealth Games corruption case that even before any bids were received an accused had declared that the timing-scoring-result system contract for the 2010 sporting event here would be awarded to the firm Swiss Timing.
